Three Port St. Lucie Officials Honored with 2024 Home Rule Hero Award

The Florida League of Cities (FLC) has recognized Vice Mayor Jolien Caraballo, Councilwoman Stephanie Morgan, and Interim Director of Risk Management Ella Gilbert from Port St. Lucie with the 2024 Home Rule Hero Award. These officials were commended for their hard work and advocacy efforts during the recently concluded Legislative Session, where they promoted local voices making local choices and safeguarded the Home Rule powers of Florida’s municipalities.

According to FLC Chief of Legislative Affairs Casey Cook, the dedication and effort of these officials played a crucial role in advocating for local decision-making during the legislative session. Cook expressed gratitude on behalf of the League and its legislative team, stating, “We’re proud to recognize each of them and thank them for their service.”

Home Rule, which allows cities to address local issues with local solutions and minimal state interference, was emphasized by Vice Mayor Caraballo. She highlighted the importance of empowering citizens to tackle their community's unique challenges and opportunities. Councilwoman Morgan echoed this sentiment, emphasizing that Home Rule is fundamental to fostering strong and responsive local government.
